Simply put, GTA IV is the same exact formula as any other GTA game in the past. Your not wrong but the reviews were written based on hype.
I for one, played the game one time and unlocked one achievement and never played the game again. I still own it and its in my library but I don't see any reason playing it and I am playing GTA: Vice City Stories on the PSP.
