I searched for the mechanics of the game... Might be old news but for those questioning the gameplay hope this helps even just a little.

"...□ "HP Attacks" - With these attacks you expend Brave Points to damage your opponent's HP. The best way to arrange a combo is to begin with attacks on Brave Points and then finishing by attacking HP directly.
O "Supplementary Attacks" - When these attacks hit, they absorb Brave Points from your opponent to add to your own. There is no damage to HP, but Brave is required to execute attacks on HP. Performing these attacks in EX-Mode will raise the chances of pulling off an EX-Burst. "
So it seems there are two attacks... One doesn't do damage to HP and one that does. Clarified a little on the question why there's no HP damage.
