I vote Kefka as well. but Kefka was under the control of Golbez. So is Kim Jong Ill.
Besides that Hitler should not be considered Fascist. Military would be a Much much more accurate classification. Also, what about President Franklin Delano Rosevelt. Why isn't he on the list?
