So if the government were to forbid couples with herditary diseases from procreating (again, which is difefrent from having sex)...an emergency abortion would have to be conducted. Unless you wanna be rather strict about it and count the moment of conception as a reproduction, and thus a forced abortion wouldn't prevent reproduction.
