Storms like Katrina hit New Orleans (and every other major city) once every 50 or so years. It's better getting hit by a hurricane that you can anticipate a week before hand rather than suffering through snowstorms, forest fires, sudden earthquakes, etc.
And besides, New Orleans just kicks ass, so storms or not more of us would never leave.
