There is very little incentive for developers to really optimize their games for particular hardware because PC gamers are very willing to upgrade their systems if they don't obtain decent performance; consider that the minimum requirements for Resident Evil 4 on the PC was a 1.4 GHz Pentium 4 and a graphics card with 128 MB of memory that supported DirectX 9.0c, which would be a Geforce 5 or better, which is far more processing power than the Gamecube had.
