In short, this strikes me more as an incremental upgrade to maintain market presence than a truly value-driven upgrade to expand market presence. Perhaps that's what they want, and if so, I think it will do alright at that.

LOL. I think it is just something M$ is doing to make development easier and faster for their platform, in order to help make content better and bring more content faster.

Exactly... delaying games or having a very big coding team/expensive coders ( ps3 ) is not good for bussiness.
