I don't know the correct answer but ...
Being that nutrition and education play major factors in how intelligent a child grows up to be, I would suspect that a very poor nation that has suffered repeated famines (and malnutrition is a way of life) would probably have the dumbest population. I think that several african and asian countries would be likely candidates if my assumptions are correct.
