 It means nothing of the sort00they've gone out of their way to let us know that there WILL be a detailed party system.  This is just with regard to hosting the game itself.

 

Doesn't the new Live update have some sort of option to group up before entering a game?

More then likely have a system similar to Halo where you can group up in a lobby before entering a game.
