You underestimate the power that the Join Chiefs of Staff had.  For isntance, they have a large influence over George W Bush today.

During the Cuban Missile Crisis, the decision for America's course of action came down to JFK, the Joint Chief of Staff, and JFK's brother Robert.  Whatever decision these people made decided the fate of the world.

 

 

The joint Chiefs of staff only have the power the president gives them.  The Joint chiefs of staff can't even pick out their own stationary paper if the president doesn't want them to.
