RE4 has much more in common with Gears of War than any classic survival horror game. I mean...in gears of war you are trying to "survive". Hell every game since beginning of time is based on you staying alive and not dying... There are no compromises in survival horror. And there are aspecs which clearly take away fom the horror experience in RE4. - The constant and silly dialoge between you and dozen people throughout the game using intercom (no sense of being alone hence not scary) - The lack of "Wait, I can't blast my way through this?" gameplay ideas - No puzzles what so ever - Merchant which sells you any gun, health spray or ammo you may need RE4 had scary parts, such as those creatures that regenerate. I actually found the scariest parts of the game are when you play with the presidents daughter and those knight armor things are chasing you... However as a whole, the game is mostly a survival third person shooter...in the same way a mario game is a survival platformer.

I see what you're saying but at it's heart, RE4 is a horror based game. I don't think there is any "official" rules for what makes it survival. There are numerous types of horror movies whether it be slashers, ghost, monster, etc but when it comes down to it, it's a horror movie. I feel the same for RE4, it's obviously a horror game. So if anything, I'd call it a survival action horror game.
I don't mean any offense to anyone, it's just my opinion. I hope there is at least one thing we can all agree on- that RE4 on it's own merit is an incredible game.
I'll come up with something better eventually...
