There's a difference between protecting your level so people can't just go steal a part of your work and call it their own while still letting everybody be able to download and play it and making a level or doing a percentage of the work in a collaboration and restricting access to the level to the people working together until it's complete. There's also the example of making your own level and keeping it private for you and your friends.
