Of course, unless Sony is publishing it (which I doubt), it will be exclusive for a year at best, unless they somehow talked R* into signing an abnormally long exclusivity contract. It will probably go the route of Bioshock, Eternal Sonata, and other so called "exclusives" before it. The age of true third party exclusives is dead, outside of extremely niche titles like Valkyria Chronicles, and probably MGS4, because Kojima is just different like that.
