That depends on his field of study. Many professions that have regulatory bodies (ordres professionels) don't accept foreign diplomas from the start, but they have a mechanism in place to regonize them by requiring certain additional courses from an accredited Canadian institution. They also require proof of proficientcy in French.
But it is a sin what we put highly qualified immigrants through in Quebec and Canada. Especially when they get additional points on their immigration assesment tests for having PhD's and get told by Immigration officials that they will be needed in Canada and when they get here, their diplomas get ignored and they wind up driving taxis and being janitors. It is a waste of potential.
