FFXIII, from a famitsu translation that I can't remember the link to went something like this:
The commands will have a menu that you go through as if on a wheel. You are able to pre-program the sequence and edit as you go, this allows the action to flow instead of having the "you hit they hit" feel of FF1-10 or the non FF system of FF12. They really want to get it so the fights are like watching Advent Children but having control.
Versus:
When it was first announced, was said to have a focus on gunplay and sword fighting in a way no other FF game (I think they mean spin off's too) has ever done. The game play was said to be more action oriented. In other words, action based but not like Dirge of Cerberus...
But that was a long time ago, who knows what it has evolved into.
