I was in Oslo and Stockholm this year and, regarding what you're saying there's only 3 possibilities:
I am pretty sure about being correct about scandinavians: I do not know how you found people in Stockholm who didn't speak English. Seriously. I didn't find one in 4 days. The situation is completely different in Spain outside of the tourism areas (We only found someone speaking English in a Chinese restaurant in Las Palmas, Gran Canaria) So you must have been very unlucky
