My friend (that lives in NYC) has it going at 45-50,000 kbps. For only 150 dollars a month, while I have to pay 70 dollars for time warner which only gives me 15000 kbps tops.

Try calling them up instead. I know for a fact that New York city (especially Manhattan) has the most FiOs coverage in America, there is a possiblity that there's no Verizon phone lines in your specific area though... (which technically shouldn't matter, but apparently does).
Verizon always advertises FiOs in every Yankees game aswell...
But yea, people that live in Asia (China, Japan, and Korea) have it pretty good in terms of internet speed/costs. decent broadband can be as low as $3-$5 dollars in China, that's even cheaper than dialup in America.
