Yes, this game offers customization but it will only go as far as the creator will take it. With good levels likely costing money and everything else being crude or average, those without imagination won't have fun with LBP. I think it's very likely that players will make 2 or 3 levels and get bored from the actual work required to make something great as stated above.


LBP will be tiny.

User generated content is not going to cost money. So that point has been eliminated.

Most content is not going to be good, but there will be a ratings system. There's a reason why Youtube is the most popular thing on the internet and it's not because most of the content is good. 

As for creators getting bored: Again, have you ever heard of Unreal Tournament or Counter Strike? Much of the content is user created. There's not that many creators out there, but if you know anything about those games, you would know there's a ton of amazing user content available. It is the ability to play those user created content what makes those games so popular.
