What make an RPG a WRPG and JRPG is not determined by the country it was made in. It's determined by the game mechanics of that said RPG and in some cases, whether the RPG is on a console or a computer. If a Western developer wanted to, they could make a console-style RPG(it has been done before) or vise versa
