It means that the game is not a universal good but rather a particular good.
In other words, not everyone will like it ... but it seems that those who like it will like it a lot.
So it is not the uber-great game some thought it would be but rather a pretty good and somewhat entertaining effort.
This could have a negative impact on sales though as the over-hype will make it difficult for the game to be just better than average.
