Well, ignoring for a moment the fact that MS pays developers for said timed exclusivity.

The fact is, most PS360 games are still developed for the 360 and then ported to the PS3 - so it makes sense for them to release the 360 version when it's done, rather than waiting for the PS3 version to be done
