I know, what would then the point be of getting a rumble enabled PS3 gamepad?

If it couldn't be turned off I wouldn't even consider getting one.

What I was talking about is being able to customize rumble, some rumble effects are potentially cool (like for gunning) some other uses I just find irritating and distracting.
