That's what i'd go with. No reason to leave out the transexuals, hermaprhodites and the like.
All the man and woman only reasons just don't fly.
Men got married to each other before the catholic church got control of the roman empire and the infertile are still aloud to be married.
I'd be equal happy though if the country just stopped marrying people all together and everyong got "Civil Unions" making marriages unrecognized by the state allowing the different churches to do whatever.
