Japan, is an eastern country. UTTER FAIL. You lose 100000 points.
Think about this logically. There aren't 'many' 360 owners in Japan. There are plenty of PS3 owners.
Now, those who bought a 360, would clearly have to be gamers and love RPG's, there's no other reason to buy a console that's doing do poorly in that region. So, if they're gamers, chances are that the majority of people who own a 360, also own a PS3 or possibly a Wii.
The Japanese love their PS3. If they buy GTA4, there's a 9.5/10 chance it'll be on PS3. So, it might reach 105k combined sales with 70%-80% of those sales being on PS3. But you're telling me the 360 version will reach 105k alone?
