How about just downloading a lot of stuff off the PSN?

I doubt you have to buy a ton of stuff to get it, if you download lots of things and are on daily, you have a chance.

Dunno, maybe Sony thinks people who buy more PSN games are more dedicated to games and more interested in betas compared to the one's that don't.
It may also be a "thank you" to people who support the PSN business.
