SONY THEMSELVES HAVE ONLY REPORTED 133 MILLION SHIPMENTS..... AND THAT HAPPENS TO INCLUDE REPLACEMENT CONSOLES FOR FAULTY EARLY MODELS.
And you are correct, VGC does not track every store in the world... in fact they don't directly track very many at all (I believe about 5% in Japan... not sure about other regions) the rest are extrapolated.
