Did you even read the article. This isn't about selling XBLA content to use on the PC. It's about buying XBLA for your 360 via a online store you can access on your computer. It's just another means to access the content instead of on your Xbox. It's not going to hurt the store by any means and even if it's neglible it will still increase already strong sales on the 360's marketplace. I don't see how you can already say it's going to be unpopular. It's not like there isn't a precedent for this. Bungie.net has shown that users will accept a strong online counterpart to 360 content. Also look at all the gamercards you see on this very forum. Accessing 360 player information on the PC is again very well used. Browsing the store content imo is just another extension of this intergration.
This was revealed quite a while ago actually. I don't know how much I would actually purchase content while I am away from home but it would be nice to browse the store with a mouse and keyboard. A nice search feature would also be a welcome addition.
