Though I didnt live it, my impression and understanding of Carter was that he was fairly effective with international policy.

@ Jackson - fair point, but I think moreso I'm talking about individual liberties vs. misuse of gov't power. Not only did Bush allow for wiretapping, but he then gave those companies immunity, on top of all his chronies, shielding them from justice. Lincoln can go different ways of perspective, depending on where you went to school. If you were raised in the south, you will be taught that Lincoln was a villain, and a history more altered than a Wikipedia on Star Wars. After all, its not the Civil War down there, but the "War of Northern Aggression"
