Of course. I'm saying WRPGs averagely have better stories than JRPGs, but there are several japanese RPGs that have good stories, and one even great by my standards (FF6). The problem of JRPGs is that they don't take advantage of gameplay-integrated storytelling, which would increase alot the quality of their side-quests and improve immersion.

I agree that Oblivion is an abortion of an RPG.

That would be hard to do since there are things that JRPGs do that can only be done in cutscenes.  If they intergrated the story into the gameplay, the potential plot points they could pull off would be limited.  It could work if the method of storytelling isn't used in the main story events and only for the sidequests.  Another problem is that the characters in JRPGs are premade so it would be hard to immerse yourself, especially if the protagonist speaks.
