Eh... the Bush Administration was seeking 105 Billion to rebuild after Katrina.
The "Freedom Tower" is going to cost 3 Billion.
So combined 911 and Katrina are like... over 100 times what your generous guess was.
Still... would of been much easier to handle with a budget surplus rather then a deficit.
I believe his budget Surplus was something like 560 Billion.
