I think "High crimes and Misdemeanors" is the best approach. Hopefully congress will use that one.

 

But why haven't they? Democrat-majority Congress no less? Whether there intentions were good or bad, they would have ample motivation to impeach.

They are afraid impeaching Bush will energize the right base and cost Obama the election.

Why do you think Clinton left office with the highest approval rating since like... FDR.

That and they're lazy. They said they'd end the republican days of the "do nothing" congress yet they've been WORSE.

Probably waiting out the clock so that they don't have to make any compromises after the next election.
