It would be my guess that they figure 16 and 17 year olds to be young adults as opposed to how we see them here in the states. I am under the impression that the drinking age (dependant upon areas) reflect this as well. I guess I would assume then at that point their view may be that if said thing, is inapropriate for a 16 year old than it's basically inapropriate for anyone.
