There's a difference between a propulsion system and improving the effiency of a swimmer.

I agree that there's a difference, my question is whether the rules account for that difference. I imagine the difference could be almost unnoticeable for someone without extensive knowledge of how these suits work.
Maybe it's not a big deal with current technology, but it could be in the future.

I think these suits are comparible to fuel injection in cars. Not an additional power source as such, but maximising the existing capabilities of the engine.
