This is quite true. A fine example of that would be the whole united kingdom football affair. I don't know all the details, but basically the IOC only want one team to represent the U.K. at the tournament, whereas at the World cup and Euro cup, the scots, england, ireland, etc. etc. have their own representitives. So i guess they just decline an invite to the games (both men and women teams), which would lead to spectulation whether or not these rules change when London hosts the next olympic games in 2012.
the best teams may attend, but most of them don't carry their star players, or "a team."
