In my opinion, Resident Evil 4's controls are way more complex than Gears'. In Gears, you don't have to open a menu to change weapon, it's all right on the D-Pad (which sucks by the way). In Gears, you pick up items with the X button (or E on PC), in Resident Evil 4, it's the A button (on the Wii at least). In Gears, you activate the melee attack with the B button (or F on PC), in Resident Evil 4, you have to aim and swing the remote to swing your knife (on the Wii at least), etc.
Overall, it's not much different, it's only just a matter of getting used to the controller you're holding.
Also, I know it's your opinion, but I have to disagree with what you said about the music. I really think orchestrated and sequential music in video games is probably the best innovation ever.
