Yeah... problem is... the UN can't do anything without Russia either.
The UN can't do anything without France, China, Russia, UK and the USA.
Which is why the UN sucks. Anyone who could get away with anything without full UN support... is part of the government of the UN and can make sure the full UN doesn't unite against them.
At best the UN will adopt a few "resolutions" that russia are free to ignore because they won't even be mandatory ones.
NATO on the otherhand MAY threaten russia behind the scenes with economic sanctions or other similar things to get them to pull out and put UN Peacekeepers in.
