No we don't know it for sure, but it makes logical sense
SE's rationality for going Multi-Platform was to reach the widest HD install base possible. If that is the case, then it shouldn't matter if the game is a simultaneous release or not. They could release the PS3 version, then 3 months later release the 360 version, (as an estimation of differences in completing the 2 versions) and still get the maximum sales potential. A simultaneous release doesn't help SE in anyway, it helps Microsoft.
It's also hypocritical for them to release FFXIII simultaneously, but have TLR timed-exclusive and SO:TLH Exclusive with a chance of porting "some time down the road." So unless SE just likes to screw with Sony, money/agreements happened at some point.
