There's likely a lot more to the delay than just some sort of manipulation by MS.  Let's analyze this.

Pros to NOT delaying for simultaneous release:

1. Quicker returns on PS3 game sales

2. PS3 die-hards are happier

 

Pros to delaying for simultaneous release:

1. Combined effect in advertizing budget... only one campaign required.

2. Code tree synchronization is much easier.

3. Patch process is synchronized.

 

Except for money hitting the bottom line sooner, I can't really see much benefit to NOT delaying.

 

And I think they need to keep driving the Final Fantasy hype to keep themselves in the forefront as much as possible.  So if FFXIII gets released on the PS3 before the 360, sounds very feasible.
