Some theorists say that M$ was hoping to prolong the format war long enough for both formats to fail. This would have made the road to digital distribution much easier.
Accessories bring in a large amount of money. With the price of the arcade being so low, maybe M$ is hoping that some people will realize afterward that they need a hard drive.
