I think the story in GTA ain't bad either but it doesn't make or break the game at all like say... An RPG.

How is it barely legal?... I'm a fan of Japanese horror cinema and there are far more violent, "socially unacceptable" (though that is quite a subject statement) movies out there. Heck If the US made August Mordrum Underground, a simulated snuff film with scenes of child rape, disbowelment, defacation and more is legally sold in the US and many other parts of the world then GTA 4 is a no brainer. While August Underground does not have a good story it is not due to it's violent nature. There are many ultra violent, even pro violent movies out there with great storylines.
The GTA franchise isn't all that violent if you take movies and even some explicit literature into account. It's quite mild actually, though regardless adult subject matter isn't conclusive to bad storytelling.
