Close to impossible - not in the way that it happens at the moment (i.e. on PC).
MS will *never* allow uncertified code, assets or content to run rampant on their network. Sony wouldn't either.
Maybe the game will ship with some form of editor (i.e. a level editor) - that is about the only way that it seems feasible to me.
