According to merriam-webster, the definition of goal is:
2: the end toward which effort is directed : aim
This is the problem. In LBP you have to direct effort to finish the level. In Guitar Hero, you have to play the right notes to get a good score and not fail the song. In WiiMusic, there is no effort, because no matter what you do, the game continues. It requires no effort, therefore it has no goal
