I've seen surveys to the effect that a higher PERCENTAGE of PS2 owners said they'd be brand-loyal and buy PS3 than the percentages of XBox and Gamecube fans that said they'd be brand-loyal to MS and Nintendo
If for two successive generations you have the most popular console by far, then that's going to affect people's perception of the next generation and skew the results of the poll. Perhaps people expected the PS3 to race ahead, but that hasn't happened. There are also things that have happened since the poll that can change people's minds, such as the pricing of the three consoles, so I wouldn't read too much into it if I was you.
