Actually in truth it's something like:

Battle Systems: WRPG >>>>>>>>>>>>>>>> JRPG
Have you ever player Planescape: Torment? It's a WRPG which is lauded to have the greatest story/characters in videogaming history (and rightfully so).
Deus Ex, Fallout 1 & 2, The Witcher, Mask of the Betrayer, Baldur's Gate 2 + Expansion, Lords of the Rings Online have unbelievable stories and characters that no JRPG has ever come close (except maybe FF6, off the top of my head).
