Wow, the delays don't have anything to do with this policy. Have we heard any developer complain about this? No. When their game has been delayed, what do they usually point out as the culprit? The complex and unique architecture of the PS3. The only games that have been delayed a year are Bioshock and Eternal Sonata, and I think it's pretty clear those games were bought and paid for by Microsoft in some sort of timed exclusivity deal.
This policy actually encourages developers to come out with their game at the same time as the 360 version so that they don't have to add extra content.

Prediction Aug '08: We see the PSP2 released fall '09. Graphically, it's basically the same as the current system. UMD drive ditched and replaced by 4-8gb on board flash memory. Other upgrades: 2nd analog nub, touchscreen, blutooth, motion sensor. Design: Flip-style or slider. Size: Think Iphone. Cost: $199. Will be profitable on day 1.
