I would hazard a guess that the percentage of people that can't buy stuff on the PSN is a lot higher than 10%. Think of all the kids who's parents don't want to spend money on their credit/debit card to buy their kid a $9 game, think of all the people who don't even have credit cards. Putting PSN games on Blu Ray discs wouldn't be all that expensive, bundling them on a disc and charging $60 per volume would make them more money. You're opening yourself up to a new market and you are increasing the possibility of actually selling these games by putting them in a physical format.
