When a devs runs code on pc,360,ps3, they measure how much bandwidth they have left, how fast certain code is running, how effiecent shaders are.

This is common knowledge.

Cell performance is measured all the time, and its pretty easy to do.

its done with all consoles not just the ps3.. most developers are just amazed at much power they have left over to use... thats why you hear about it all the time for ps3 games... unlike the wii and 360..
