Personally I wouldn't trust these percentages they talk about. How exactly are they measuring it? I very much doubt the PS3 sdk has a little meter saying "You are currently using x% of the ps3's power..."
It also sounds a little...I dunno, sketchy I guess, that people keep talking about games ONLY using this much power....especially since there's no way to know how fast they'll learn to use the extra power and how far they'll actually ever get. Doesn't matter how much power hardware has if its so hard to program for that they only ever reach 60-70%.
Having said that, if they are accurate and the games coming out are only using such a small portion of the SPU's abilities, I can't wait to see what comes out in 4-5 years. I bet they'll look freaking amazing. I still might not get a PS3, but that doesn't mean I can't drool over sweet graphics =)
