it's due to genre,,,It's like MS doesn't want a shooting/racing game to hit 3 disks so they increase royalty fee too much to make it feasible,,,,,,,for instance RPG can go upto 5 without increasing too much

multiplats?yes ,,,but some developer will limit them selves in size to the lowest denominator(which is 7-9 gig on 360)and some Like this developer care for their game rather than the lowest-size medium available.
