Exactly. They're close enough where it really comes down to nit-picking one over the other. I happen to like the Dashboard, others don't. Neither one is head and shoulders above the other, at least not clearly enough to call it a victor.

but didnt microsoft a few days ago say "xbox dashboard wasnt our best moment" il get link 2mro im using ps3 at the mo so i cant stick a link in here. for the uses i need it for xmb is better than xbox dash by a long shot.

Microsoft saying dashboard isn't good doesn't make the PSN better. It could just be that in microsofts opinion they both suck and leave a lot of room for improvement.
